OCR: ELEMENTS OF A TURN For each country, the program counts the number of aà's and com- pares it with the number of units that country currently has on the map. If the number of aa' is larger than the number of units, then that country is awarded the excess number of units. These units will be randomly placed on unoccupied aa's that the country owns. If the number of units exceeds the number of aa's, then the program will remove all excess units. This is also done randomly by the program. As soon as a player or a group of players meet the victory conditions for a particular scenario, then he or they are declared the winners.
